My spa isn’t heating. All other functions seems to work. No error codes on panel after I reboot. Temp light is on. Panel message is simply ‘Ice”. I measured a voltage on ‘Heater’ out terminals. I’m wondering what component has failed. Heater gone?

Chris if there is no voltage present at the heater output check to see if there is voltage at the heater input. If there is voltage at the heater input you could have a bad PWA. If there is no voltage at the heater input check your wires between the heater input relay and your main TB1 terminal block. If you have voltage at the heater output check for voltage at the heater element. If you have voltage at the heater element check one of the wires going to the heater element with a clamp on amp meter. If the current draw is not +/- 10% of 22amps you could have a bad heater element. If you don’t have voltage at the heater element test the thermal switch inside the load box. If the switch is closed check your wires between the heater output and the heater element. If the switch is open place a thermometer against the heater housing and verify the temperature. If the temperature is not above 130 degrees F you could have a bad thermal switch. Thanks. That’s lots of information. I have 110V AC at each of the Heater Out terminals. Is there a known resistance in ohms that I can measure across the Heater connections.
Chris, voltage at both terminals coming off the heater element is proof you have voltage going to the heater element. If your power supply is 240vac you should have 240vac +/- 10% with both probes touching the 2 terminals of the heater element. Check one of the wires going to the heater element with a clamp on amp meter. If the current draw is not +/- 10% of 22amps you could have a bad heater element.
