If a pressure switch does not work or heater element is bad, wouldn’t that restrict water flow to circulation pump

Richard a bad Flow switch would normally produce a FLO msg and no heat. A bad heater would normally produce no heat or lack of heat and or trip the GFCI. If the circ pump is running and you have no flow through the circulation/heat jet you may have an air lock, plugged circ line or pump and or bad circ pump.
